hdc uninstall com.ohos.permissionmanager报错error: uninstall system app error

IDE版本4.0 release

OpenHarmony版本：4.1 Beta1

平台：RK3568

问题描述：IDE 中导入permissionmanager工程，运行后卸载permissionmanager系统应用报错：

修改install_list.json，重启后仍无效

请教如何卸载和安装系统app

修改 install_list.json中相关应用的removable 为true后，重新编译镜像，在烧录上去，这个系统应用就可以删除了
