将相关仓库https://gitee.com/zhan-zhaoming/dsoftbus_tool代码拉取到了tools目录下

然后需要在foundation/BUILD.gn中添加 `"softbus_tool:softbus_tool"`字段，但是4.1版本目录下压根没有这个文件，从4.0版本仓库中拉取了一个进入，修改过后，使用命令编译
