### 问题描述

按照《OpenHarmony设备兼容性规范4.x自检表_标准系统》PCS表的要求，执行Acts最小集的测试，在”基础网络协议栈“部件集时，ActsNetManagerHttpEtsTest模块有Fail和Block的用例，具体情况如下图所示（6条测试用例fail）：

注意，上述链接的补丁针对V4.1，修改line184、203、248，对应到V4.0应修改line169、188、230
